Finding my representations on the subject generally, both verbal and in writing, are of no avail, I find myself obliged to bring the matter to your notice.

It is my duty to transmit to Your Highness and Your Excellencies a copy of the Consul's letter and to request that you will direct the Viceroy of Canton to immediately take steps for the apprehension of these pirates and robbers, and for the prevention of such outrages, which have a very damaging effect on the Imperial Revenue and on trade generally.
